I think, the idea is to cause a social disintegration thru shortages in all commodities not just gas but food and services, then as a last blow to a loyal, obedient taxpayer, collapse the currency ( a domino effect thru world-wide economy) Then, you can use the military to restore the peace (some sort of wild compromise) and slip in the 'One World Government' Everyone is grateful and happy
