More you pay for the gas, less you will use your vehicles. That's the idea behind this move. So called 'Holiday Tax' is put there to appease you for a short while. After that, the tax will probably go even higher to compensate for the 'Holiday' losses.

IMHO, gas taxes should not finance the maintenance of the roads and infrastructure because, everyone needs transport and the freedom of owning a vehicle. It is our "income tax" that should pay for that.

What they plan for us by 2030 or, earlier:

"Smart cities" which are supposed to eliminate the problem of CO2 emissions by the transport sector, once and for all. All your needs will be met at a walking distances of your accommodation, which will be government owned. This is the future they have in store for us; clean earth but no freedom of decision making of any meaningful kind. We'll eat the synthetically made foods (like in sci-fi movies), have nanobots in our bloodstream, and be connected to a supreme AI, who will be made out of all of our collective thoughts and will be a global government. (yes, a chip in your brain and a fully copied DNA of all population) Bots will enhance your physical appearance to a near perfection, prolong your life and eliminate all diseases. That's if you can believe that.

You will work and be evaluated by a system of merits (China is already using such system on their population). More coupons you accumulate, more rewards in store for you. Money will be replaced by a block chain system (no cryptocurrency, gold, silver or other) and will be owned by the government, not you. ("You will be poor and be happy"??)

That's where they want you, in a vulnerable state of continuous dependency upon their (or, AI's) good will.

Gas tax is only 'a means to an end' of everything you know and hold dear to your heart. Sad future that would be

In calling on Congress to suspend the federal gas tax for three months through September 2022, U.S. President Joseph Biden urged states and local jurisdictions to provide relief on gas taxes as well.7 Economists critical of the strategy have argued that lowering gas taxes even temporarily increases the demand for a commodity, raising its market price assuming steady supply."

Current Problems

Unfortunately, the revenue raised from gas taxes has failed to keep up with rising infrastructure costs and inflation. The development of electric vehicles and increased fuel efficiency of all autos has reduced gas demand relative to vehicle miles traveled, further widening the gap between the gas tax funds raised and road maintenance costs.5
